This is a formal Request For Discussion (RFD) for the creation of a world-wide unmoderated Usenet newsgroup soc.culture.iberica. This is not a Call for Votes (CFV); you cannot vote at this time. Procedural details are below.

Social relationships between the Iberian cultures.
RATIONALE: soc.culture.iberica
We would like to set up a new space where people from Portugal and Spain may discuss their common heritage. There are many Portuguese and Spanish news-groups, some articles in those news-groups discuss issues common to both countries. Common issues like the similarities between our languages, our societies, our economy and our history.
The number of articles discussing common affairs between our countries is increasing due, in part, to the exceptional continuous amount of exchanges of agricultural products, manufacture products, crossed investments and people made in the last ten years.
The Iberian Peninsula is a patchwork of peoples and cultures, which often don't find in the national-oriented fora an adequate vehicle for the expression of their identity and proper discussion of their problems and concerns.
We desire, with this news-group, to have a neutral space where we can understand each other better.
CHARTER: soc.culture.iberica
In this news-group we would like to have articles discussing the similarities and differences between all the Iberian peoples and cultures.
Also we will love to hear people from America, because they share with us the same cultural heritage. Indeed, Latin America is divided between Portuguese and Spanish speaking nations
Obviously, we will be very happy to have articles from African, Asian, European or North American that have "Iberian" stock or just curious about the subject.
So, while the main purpose of the group is to exchange ideas and points of view inside the Iberian Peninsula, we will be very delighted to listen from people who share our common culture.
We hope that everyone feels this news-group like an impartial space to be shared.
We are aware that every detail may be polemic when one speaks about different countries, especially when they are neighbours. The arbitrary criterium for mentioning Portugal before Spain was the alphabetical order, which we believe is neutral enough. For those who don't like this criterium, we propose the geographical West to East criteria.
The most obvious reference for the scope of the newsgroup is the geographical denomination of the land where the cultures had their origin, the Iberian Peninsula a.k.a. Hispania. We preferred "Iberica" over "Iberic" or "Hispanic" because we believe that is less confusing and harder to be contested based on nationalistic arguments from the Portuguese - "Hispanic" is used in the sense of "Spanish" or "of Spanish origin" or "with Spanish roots of some sort".
There is no official language to the newsgroup. However, contributors are asked to make every effort to make their writings understable to every participant. Considering the objective of the group and assuming that every written Iberian language is minimally understood by speakers of other Iberian languages, participants are invited to write in Iberian languages. English is considered acceptable also, especially for those who are unable to or have serious difficulties using an Iberian language.
4. What kind of articles are inappropriate?
The following types of articles have traditionally been considered unwelcome by most active participants on others newsgroups, and are likely to bring flames to you or complaints to your Internet Service Provider (ISP) or to the mail fraud authorities in your country:
4.1 Personal advertisements or penpal requests.
4.2 Commercial advertisements.
4.3 Attempted mail fraud (Make Money Fast chain mail variants).
4.4 Test messages.
4.5 Binaries.
4.6 Excessive cossposts, even with a proper followup.
4.7 Repetitive posts.
4.8 Articles designed to draw flames (trolls).
4.9 Articles that have nothing to do with the Iberian cultures.

PROCEDURE:
This is a request for discussion, not a call for votes. In this phase of the process, any potential problems with the proposed newsgroups should be raised and resolved. The discussion period will continue for a minimum of 21 days (starting from when the first RFD for this proposal is posted to news.announce.newgroups), after which a Call For Votes (CFV) may be posted by a neutral vote taker if the discussion warrants it. Please do not attempt to vote until this happens. All discussion of this proposal should be posted to news.groups. This RFD attempts to comply fully with the Usenet newsgroup creation guidelines outlined in "How to Create a New Usenet Newsgroup" and "How to Format and Submit a New Group Proposal".
